As long as White's King remains on the light squares, Black's Bishop is unable to threaten and, if that weren't enough, with the close proximity of White's King, Black's Bishop also has to remain on the go, else it'll be wiped off the Board. The result is a game of "Perpetual Pursuit", soon to end in Stalemate.

Black salvages the Draw.
