White Openings Systems - Reti System Moves: 2

White's Moves Only:
1. Nf3, 2. c4

Don't be deceived by an apparent 'lack of moves' ... As noted at the referenced Wikipedia page for the KIA, above, there are a number of Variations that branch off from these simple two moves.

Noted by Ken Wilsdon: "Great system, similar to the KIA, except fighting will normally be on the Queenside initially, and the Center, then switches to the Kingside if the Black King castles there."
