The simple answer, to this, is that the game suddenly ends in a Draw (more formally known as "Stalemate").
There are two reasons for this ...
First, Kings cannot be captured and removed from the Board.
But, second - and most significant of all - Kings CANNOT attack each other. Therefore, if only Kings remain on the Board, even if the yearning was there, neither could legally deliver the killer blow.
